SRT set to ask for Bang Sue bids

The State of Railway of Thailand (SRT) is likely to open bidding for the commercial development of an 11-billion-baht-plot at Bang Sue Grand Station next year, a senior transport official said.

Transport deputy permanent secretary Peraphon Thawornsupacharoen said the development plan for the 32 rai plot, known as Zone A, is being considered by the State Enterprise Policy Commission or "superboard".

If approved, the plan will be forwarded to the Public-Private Partnership (PPP) Committee which is expected to decide within two months if the plan is a priority. If the committee decides it is a non-priority project, consideration will take three to six months, he said.

Zone A is among four plots of land at the station slated to be developed for commercial purposes under the PPP model worth 58 billion baht.

Regarding the three other plots, the SRT expects to invite bidders to invest in the commercial development of Zone B covering 78 rai in late 2017, he said. The plans to commercially develop Zone C covering 105 rai and Zone D covering 87.5 rai are likely to be finalised within two weeks and submitted to the Transport Ministry for consideration.

Mr Peraphon said there are a total of 13 projects under the plan to develop the station and connecting areas. These projects include the planned development of a 359-rai plot behind the Energy Ministry near the 11th kilometre marker on Phahon Yothin Road.

He said the commercial development plan under the PPP model for the 359-rai plot worth 100 billion baht was being revised.

He added the plot also houses accommodation for SRT staff, so it will take some time to relocate them. The SRT's plan to open bids is likely to be postponed from 2017 to 2019, he added.

A source at the SRT said the rail agency will have to hold talks with more than 2,000 households that will be affected by the plan.

The source said the revised plan for development of the 359-rai plot will be forwarded to the Transport Ministry for consideration this week. If approved, a committee will be set up to handle the relocation which will cover compensation.

The SRT wants to finalise the matter by 2018 after which the terms of reference will be drawn up and bidding held in 2019. Construction is unlikely to begin until 2021, pending an environmental assessment.
